Please include the following specifiation language in all projects.

1.	California Administration Code (CAC) Title 24: University policy requires that new building and major alteration design comply with California Administration Code Title 24, Energy Efficiency Standards. Title 24 contains requirements for building design related to energy use including:

Building Envelope	Insulation, windows, shading
Lighting Systems	Maximum power alloment
	Controls
Heating, Ventilating	Pipe insulation
and Air Conditioning	Equipment efficiency
Systems	Ventilation rates and fan power allotment
	Controls

Campus Policy: In addition to Title 24, the Berkeley campus Construction Design Standards and the normal project design review process requires or encourages conservation measures. Final selection of design options should be based on lowest life cycle cost. Include design features that are eligible for utility company energy conservation incentive programs. Conservation measures include, but are not limited to, the following:

Building Envelope	Insulating glass
	Shading devices and/or high performance glazing, especially where
	mechanical cooling is utilized
	Openable windows to reduce mechanical ventilation system requirements
Lighting/Electrical	High frequency fluorescent ballasts
Systems	Exclusion of incandescent and mercury vapor type lamps
	Occupancy and daylighting controls
	Low loss transformers
Heating, Ventilating	Premium efficiency motors
and Air Conditioning	Computer based controls
Systems	Variable volume heating-ventilating systems
	Variable volume pumping systems
	Variable volume fune hood systems
	Limited use of mechanical cooling
	Low loss air distribution system
	Thermal energy storage or absorption chiller plants
Plumping Systems	Vapor compression stills or alternate high efficiency DI water systems
	Recruiting equipment cooling water systems
	Low flow restroom fixtures
