A few words about us...
Physical and Environmental Planning (PEP) provides comprehensive general, environmental, and project planning services for the Berkeley campus. PEP is also responsible for ensuring that the campus is in compliance with the state-mandated requirements of the California Environmental Quality Act (CEQA). With emphasis on the early and conceptual phase of campus client's interests and needs, (PEP) has as its primary focus, three broad areas:
Comprehensive Physical Planning - supports the academic and PD&C missions by providing client services that meet accademic, and student services and recreation needs while reflecting campus and community values. PEP's planning efforts, focusing on facilities, infrastructure, recreation and open space, and environmental management, are conducted within the framework of the campus' Long Range Development Plan (LRDP) and its updates;
Area/Precinct Planning - provides planning services for the main campus and its precincts and departments, and outlying properties, including serving the academic enterprise through appropriate physical responses for urban design, historic preservation, mobility, legibility, functional, physical and visual connections, environmental resources management, infrastructure planning, open space planning, and other support facilities planning; and
Program/Project Planning - provides program and development planning for the campus, including program and project definition, alternative space development, cost and phasing scenarios, and implementation. PEP also provides CEQA compliance planning for campus-owned and leased facilities.
PEP's planning professionals and planning support staff facilitate and coordinate the above services and to link them to PDC, BAS, and the campus as a whole. PEP seeks to emphasize planning as a service that connects program and place at all levels to the entire campus. At the same time, it aspires to provide planning and CEQA compliance services that will reduce the need or the scope of consultant services, as well as reduce the length of time required to stage projects for implementation. PEP also plays an active role in identifying and securing financial resources to support the campus development from non-traditional sources....most recently through federal transportation (ISTEA) funds.
